Sir:-

I am directed by Secretary Sir E. Grey to state, for

the information of Mr. Secretary Harcourt, that he has

received from the Chairman of the Representative Board of

the Anti-Opium Societies of Great Britain and Ireland a

letter, which is understood to have been addressed also to

Ir. Harcourt, deprecating the appointment of Sir U.

Clementi-Smith as British Delegate to the International

Opium Conference.

Sir E. Grey proposes to reply to ir. Laxwell that

Sir C. Clementi-Smith's attitude at the Shanghai

International Commission had the full approval of His

Majesty's Goverment and that they consider him to be

eminently qualified to represent this country at the

Conference now sitting.
